    if the Road-Tool Tax Matrix between different cities are :-

    S 1 8 16 4
    3 7 6 3 12
    9 4 11 5 9
    2 5 13 3 7
    12 11 3 6 D

    Please note that we can travel only right and downwards from Source S....
